Pennsylvania Adult Day Center Licensing: A Practical Starting Roadmap

Pennsylvania licenses Older Adult Daily Living Centers through the Department of Aging. The state provides unusually useful application, policy, building, training, and inspection resources—but the pieces still need to be assembled in the right order.

01

Confirm that the license applies

Pennsylvania states that a license is required when older adult daily living center services are provided simultaneously to four or more unrelated clients for part of a 24-hour day. Confirm the proposed population and service model before committing to the location.

02

Request and organize the application packet

Use the current state application page and initial application checklist. Create a separate evidence file for each required attachment so the legal entity, ownership, operating plan, and supporting records remain consistent.

03

Clear the building workstream early

Verify zoning and local approvals, the required occupancy classification, fire and life-safety needs, accessibility, and usable program space before relying on an opening date. Pennsylvania guidance says capacity depends on qualifying indoor program space rather than total square footage.

04

Build the interim policy package

Use the Department of Aging's interim policy and procedure checklist as a control document. Pair each policy with the form, log, acknowledgement, care record, or review evidence needed to show implementation.

05

Prepare personnel and director evidence

Organize director qualifications and training, criminal-history checks, staff qualifications, orientation, health records, schedules, and continuing training. Keep expiration and renewal dates visible.

06

Run an inspection-ready review

Use the state licensing inspection guide and sample forms to test the center before the licensing representative arrives. Walk the physical plant, trace participant and personnel files, and close each gap with dated evidence.
